The scent of 3 million roses beautifully embroiders Ulsan’s May.

Ulsan Metropolitan City and SK Innovation announced that they will jointly host the “2026 Ulsan Grand Park Rose Festival” for six days from May 20 to 25 in the Rose Garden area of Ulsan Grand Park.

The Rose Festival, which began in 2006 and marks its 18th anniversary this year, will be linked with the “2028 Ulsan International Garden Expo” scheduled to be held in 2028, and will be decorated as a differentiated festival containing Ulsan’s unique colors and garden culture contents befitting the city’s prestige.

In particular, as Monday, May 25, was designated as an alternative holiday this year, the Rose Garden’s temporary opening and the festival operation period have been extended until this day so that citizens and tourists can enjoy the festival more leisurely. In addition, to create a festive atmosphere, a photo zone will be operated in the Rose Garden from May 12 to May 31, and the Rose Garden will also be open at night from May 15 to May 31, allowing visitors to enjoy the beautiful ambience of roses both day and night.

A “Rose Map Service” will also be operated for the convenience of visitors. Accessing it through QR codes on promotional materials and throughout the venue allows visitors to check the venue layout, major programs, and real-time rose blooming status, making it convenient and fulfilling to enjoy the festival.

During the festival, various performances, experiences, and food programs will be held throughout the Rose Garden, adding to the joy of the festival.

On May 20, the first day of the festival, at 8 p.m., an opening ceremony will be held on the main stage of the Rose Garden to announce the spectacular start of the Rose Festival.

Starting with the opening parade, a lighting ceremony, a performance of the ultra-large sculpture “Rose Snowball”, a fireworks show, and a laser show will be presented. In addition, congratulatory performances by the Ulsan Symphony Orchestra and singer Bada will be prepared.

Subsequently, from May 21 to 24, various guerrilla performances such as the “Rose Valley Concert” featuring Korea’s top singers, the “Love Music Concert” which is an open stage for local cultural artists, magic shows, and busking will continue to raise the festive atmosphere.

Side events are also abundant. Various experiential programs such as the Rose Square Dome, exhibition/experience booths, food trucks, an Eco-Travel Pavilion, and a Kids Theme Park will be prepared, making it a festival that satisfies all five senses.

A large shelter (Rose Square Dome) will be installed in SK Square to avoid the sweltering heat. Media facades on the outer walls and performance programs will be showcased together here, which is expected to become a new festival attraction harmonizing rest and culture.

As Ulsan expects more than 160,000 people to visit this festival, it has also strengthened visitor convenience and safety measures.

A free shuttle bus will run from the South Gate of Ulsan Grand Park and circulate through the East Gate, Main Gate, and Munsu Indoor Swimming Pool. In addition, the city plans to provide a safe viewing environment by setting up a fire emergency support center, a medical support center, a lost children’s shelter, a lost and found center, and a foreign support center.

Sejong and BAMCC Visit Ulsan to Benchmark Corporate On-Site Support

Sharing Customized Administrative Support Cases, Including a Tour of Hyundai Motor’s New EV Plant

Ulsan Metropolitan City announced that a joint visiting delegation from Sejong City and the National Agency for Administrative City Construction (BAMCC) will visit Ulsan City Hall and Hyundai Motor’s new electric vehicle plant (Ulsan EV Plant) at 9 a.m. on May 15 to benchmark Ulsan’s corporate on-site support.

This visit was arranged for officials from Sejong and BAMCC to learn policy know-how, such as Ulsan’s corporate on-site support administrative operation system and support cases for large-scale investment companies.

The delegation consisted of about 10 officials, including Lee Seung-won, Vice Mayor for Economic Affairs of Sejong, and Choi Hyung-wook, Vice Administrator of BAMCC.

At 9 a.m. that day, they will listen to presentations on the operation system and major corporate support cases of Ulsan’s Corporate On-Site Support Division, as well as the management, operation, and investment attraction support of the Ulsan Free Economic Zone in the main auditorium on the 2nd floor of the City Hall’s main building. They will also have a Q&A session covering approval and licensing support, regulatory reform, and cooperation systems between departments and related organizations.

Next, they will move to Hyundai Motor’s Ulsan EV Plant to observe AI-based process management and the operation status of automated and intelligent production systems, focusing on the assembly plant production line.

Prior to the facility tour, a briefing on the plant construction project progress and plant operation status will be held at the Ulsan EV Plant, and administrative support achievements will also be shared.

Ulsan has established and operated a dedicated administrative support system for large-scale investment projects centered on the Corporate On-Site Support Division, and as this field-oriented support model has yielded results, benchmarking visits by other local governments have continued steadily recently.

Previously, from 2024 to the present, various local governments and organizations, including Daejeon Metropolitan City, the Jeollanamdo Provincial Assembly, the Yeosu Chamber of Commerce and Industry, and Changwon City, have benchmarked Ulsan’s corporate on-site support administrative operation cases.

In particular, the operation of a dedicated corporate counter, rapid processing of approvals and licenses, and cooperation systems between organizations (departments) are evaluated as representative excellent cases by local governments pushing for large-scale investment projects.

Ulsan Community Rehabilitation Cetner Receives High Evaluations Across Overall Business Operations and Service Management

The care support project for families of children with disabilities pushed by Ulsan Metropolitan City has been recognized for its excellence in a nationwide evaluation.

The City announced that the Ulsan Community Rehabilitation Cetner, the executing agency of the project, received an “A” grade and was selected as an excellent institution in the field evaluation of the nationwide care support project for families of children with disabilities conducted by the Ministry of Health and Welfare.

This evaluation was conducted through field evaluations of 18 executing agencies across the country by the Korea Disabled People’s Development Institute.

The overall operation of the project was reviewed, including the planning and execution capabilities of care services and respite support programs, as well as usage performance and satisfaction. In addition, evaluations on the management of dedicated personnel and caregivers for children with disabilities, information management systems, and the appropriateness of budget execution were also conducted simultaneously.

Ulsan recorded performances such as 265 participants in care services and 400 participants in respite support programs, and was recognized for its achievements in establishing a stable care workforce infrastructure and systematic project operation, including training 1,344 caregivers for children with disabilities.

A city official said, “This selection as an excellent institution is a reflection of the hard work of many people who have strived in the field to reduce the parenting burden on families with disabled children,” adding, “We will continue to provide field-centered support to deliver care services that families of children with disabilities can genuinely feel.”

Meanwhile, the care support project for families of children with disabilities is a project that provides care services and family respite support programs to reduce the care burden on families of children with disabilities and support guardians’ participation in economic and social activities.

If selected as a beneficiary, households with a standard median income of 120% or less can use care services within 1,200 hours per year without out-of-pocket expenses. Households exceeding 120% of the standard median income must pay 40% of the usage fee.

Ulsan Completes First-Half Training for Preliminary Quarantine Personnel

24 Personnel Capable of Immediate Field Deployment for Infectious Disease Response Trained on the 15th

Ulsan Metropolitan City, together with the Infectious Disease Control Support Center, announced that it will conduct the “First-Half Training for Preliminary Quarantine Personnel” at 9 a.m. on May 15 at the U-STAR Hall on the 6th floor of the Jongha Innovation Center.

This training was designed to secure preliminary quarantine personnel capable of immediate field deployment in preparation for infectious disease crisis situations in the region and to strengthen practical-centered response capabilities.

The training will invite infectious disease experts for a total of 24 preliminary response personnel for infectious diseases from Ulsan and public health centers in five districts and counties.

The main contents consist of Understanding the response to human infection with animal influenza, Overview and epidemiological investigation of respiratory infectious diseases, PBL (Problem-Based Learning) for respiratory and novel infectious diseases, Donning and doffing personal protective equipment (PPE), etc.

A city official said, “Through this training, we expect to systematically cultivate infectious disease response personnel and establish a more rapid and efficient response system when crisis situations occur.”

Passes ISO Surveillance Audit, Proving Drinking Water Safety

Strengthens Infrastructure for Supplying Safe Drinking Water to Citizens through Continuous Water Quality Management

Ulsan’s Hoeya Water Treatment Plant passed the International Organization for Standardization (ISO) surveillance audit, proving the reliability of its tap water production and management system once again.

The Hoeya Water Treatment Plant of the Ulsan Waterworks Headquarters announced that it received a conformity rating in the ISO integrated (Quality/Environment/Occupational Health and Safety) and Food Safety Management System surveillance audit conducted by the Korea Certification Institute from April 27 to 28.

The ISO certification system is a system that comprehensively evaluates whether an organization’s quality management, environmental management, occupational health and safety, and food safety management systems are properly operated in accordance with international standards.

Since initially obtaining certification in November 2001, the Hoeya Water Treatment Plant has maintained certifications for the safety and quality of the entire tap water production process through annual surveillance audits and renewal audits, and has received re-certification through this conformity rating.

The audit was conducted with an emphasis on verifying the safety and reliability of overall water treatment plant operations. It comprehensively evaluated the quality control system for the entire tap water production process, environmental and safety management levels, and compliance with food safety standards.

As a result of the evaluation, Ulsan’s Hoeya Water Treatment Plant received high marks in systematic operation management and water quality monitoring systems for all processes ranging from raw water intake to water purification treatment and distribution stages, as well as in workplace safety management and environmental management sectors.

In addition, compliance with relevant legal standards and continuous improvement activities were recognized as excellent cases.

An official from the City said, “We plan to manage with stricter standards in the future so that citizens can safely use drinking water.”

Specialized Emergency Treatment Education for Severe Trauma Patients at the Ulsan Regional Trauma Center

Ulsan Dongbu Fire Station announced that it will conduct emergency treatment education for severe trauma patients for about 10 paramedics at the main auditorium of the Dongbu Fire Station at 9:30 a.m. on May 15 in connection with the Ulsan Regional Trauma Center.

Operation of “Family Month Fire Safety Experience Class”

Ulsan Dongbu Fire Station announced that it will operate a fire safety experience class, a safety education program participated in by children and families, at the Ulsan City Children’s Theme Park at 10 a.m. on May 15 to mark Family Month.

This event was designed to enhance the understanding of fire safety through experience-centered education during the spring season when the risk of fire is high, and to naturally cultivate safety awareness in daily life.

Thirty people, including firefighters, volunteer firefighters, and social service personnel, will participate in the event to conduct various fire safety experience programs for about 250 visitors, including theme park visitors and the Korea 119 Youth Corps.

The program consists of experience-oriented content tailored to children’s eye levels, such as education on how to use fire extinguishers, CPR practice, firetruck riding experience, firefighter character face painting, operation of a fire safety photo zone.

Bukbu Fire Station announced that it will conduct a joint government-civilian firefighting drill for high-rise buildings at the Dream in City Eileen’s Garden 1st Apartment in Maegok-dong, Buk-gu at 2 p.m. on May 15.

This drill was designed to strengthen the initial response capability of the apartment’s self-defense fire brigade in the event of a fire in a high-rise building.

The drill will be held under a simulated fire situation, with about 20 people participating, including firefighters and apartment officials, along with 5 firefighting vehicles such as fire pump trucks, aerial ladder trucks, and rescue buses.

The main training contents include dissemination of disaster situations and resident evacuation drills, securing rapid fire dispatch routes and guiding fire trucks, fire suppression drills using fire extinguishers and hydrants, emergency elevator operation drills, lifesaving and fire suppression drills using aerial ladder trucks.

Guidance Visit for Fire Prevention at Shingwang Senior Welfare Center

Ulsan Metropolitan City announced that it will recruit trainees for the “2026 Artificial Intelligence (AI) Literacy-Based Digital Employment and Startup Utilization Education Course” from May 18 to 27.

Artificial intelligence (AI) literacy refers to the ability to understand AI and appropriately utilize it according to necessary situations.

This training was prepared as a basic and practical course of the AI Startup Lab operated under Ulsan’s “2026 Women’s Job Plan”.

It will focus on enhancing the digital employment and startup capabilities of young women and women with career breaks by utilizing generative AI.

The educational course covers contents required for the actual employment and startup process, centering on practice, from discovering startup ideas to producing AI content, establishing online sales channels, and writing and presenting business plans.

In particular, the characteristic of this course is that it does not stop at simple AI utilization education, but is structured so that trainees can directly flesh out startup ideas, experience content production and sales strategy establishment, and review commercialization possibilities.

The training will be held every Saturday from 9 a.m. to 6 p.m. from May 30 to June 27 at the Open Design Center on the East Campus of Ulsan College. The Open Design Center is an industry-university cooperation educational space based on AI and Digital Transformation (AI·DX), which opened in February this year. The total training time is 40 hours.

The recruitment target is 30 women in the Ulsan area, including prospective university graduates, young women, and women with career breaks, and the tuition fee is free.
